Software development consistently within Time, Scope and Budget…. Is that possible? On-time delivery at 90 %

Edwin Woltering, Manager Software at ORTEC and Gijs Andrea, CEO at International House of TOC hosted the conference. Ad Vermeulen, Director at A-dato scheduling technologies, provider of the LYNX TameFlow software for Agile CCPM ( was also part of the audience.

Scrum, Kanban and Agile are now widely introduced in the technology & engineering world. They aim to increase the efficiency and productivity of technology or engineering departments in order to deliver more value and benefits to customers or users.

Although many good results have been achieved, there are still several challenges to be tackled. 
Still, projects run into delays, requiring lead times that are too long causing customer or user dissatisfaction. Moreover, the balancing act between quality and on-time delivery is ever present, causing employees or team members to be exposed to varying priorities and need for multitasking.  And above it all: the workload of engineering teams is already high or actually too high in many cases.

Software developer ORTEC based in Zoetermeer ( also encountered these problems. Despite the introduction of new methods and insights like Agile and Scrum, their “backlog” remained high; the lead times were often too long causing customer dissatisfaction. Also, quality levels needed to be improved and team-members were exposed to high workloads. 

It became obvious that their problems had a logical cohesion and that solving these problems individually only meant fighting the symptoms. 

It was acknowledged that applying the principles from the Theory of Constraints together with the Agile CCPM (TameFlow) approach would provide a solution for eliminating these problems.

during the conference, Gijs Andrea presents how ORTEC was able to break the vicious circle of delays, always growing backlog and constant changing priorities and lots of multitasking. Discover how ORTEC broke this circle and what was the role of the team members in the process of analyzing and the design of the solution.

This business case highlights the integration and tools aspects of the implementation, in which the synchronization and integration between the Critical Chain solution (LYNX TameFlow) and the JIRA platform played an important role.



Bio - Edwin Woltering

Edwin Woltering is managing the ORTEC department for development, support and maintenance of the ORTEC Workforce Scheduling solutions since 2016.

Before this role, Edwin was as senior business consultant the link between the workforce planning and scheduling processes at ORTEC’s customers and the optimization software of ORTEC.

As an expert in analyzing workforce processes and the ORTEC Workforce solutions, Edwin helped many companies and organisations to optimize their processes, using the ORTEC optimization solutions.

Edwin has been driving the change and improvement process within ORTEC, through implementing the Agile CCPM approach.

Bio - Gijs Andrea

Gijs is a founding partner of the International House of TOC (iHOT), an organization dedicated to education and implementation of the Theory of Constraints. He is working closely together with a number of other TOC Experts for solution development, education and implementation.

Gijs became aware of TOC when Eli Goldratt introduced his first business novel “The Goal”. Gijs has achieved his MSc TOC Healthcare Management at the Nottingham Trent University in the UK.

Gijs is playing a leading role in the introduction of the Theory of Constraints into in the services, project and the healthcare industry and organisations. Gijs has worked on many TOC implementations, including at ORTEC (The Netherlands),  Maasstad Hospital (The Netherlands), St Antonius Hospital (The Netherlands), Nij Smellinghe (The Netherlands), Barking Havering and Redbridge University Hospitals NHS Trust (UK) and University Hospitals Coventry and Warwickshire NHS Trust (UK).

Together with 3 of his colleagues he wrote also two books on that subject: The “Service Factory” and “The Project Factory” (only available in Dutch at this moment), that describe the general TOC solution for services companies and project organisations and the way to implement it.



Bio - Ad Vermeulen

Ad Vermeulen is responsible for the Project and Portfolio Management implementations at customers of A-dato, using the LYNX Software for Agile Critical Chain Project Management (Agile CCPM). He has implemented A-dato’s solutions successfully across well-known companies worldwide.

As an industrial engineer he has spent the majority of his career in the software industry for business applications, gaining experience in project management and as implementation expert.

Ad loves helping multi-project organisations to improve and optimize their operations.
