In a nutshell:
The five tanks stand for 5 resources, each having a different capacity
The one in the middle has a limited capacity and is the bottleneck.
Inventories (liquid in the tanks) pile up in front of the bottleneck while resources after the bottleneck are regularly starved.
The bottleneck controls the throughput of the whole system, hence the importance to properly manage it in order to maximize the overall performance.
Such a bottleneck is the system's constraint, preventing it from obtaining more of its "goal units".
