In any company, there is often one or several resources which limit the turnover. These resources are called bottlenecks or "constraints". There is sometimes confusion between wandering bottlenecks and real structural constraints. Usually, there is one or a few resources chronically much more loaded than the others, these are the capacity constraints. They should be identified and their performance improved, they are are the priority, even though locally some other queues appear. Wandering bottlenecks are usually a sign of bad management practices (too much wip, local efficiencies, etc.). Other lesson : Quality Control and Quality Assurance are more and more often real constraints in organisations.
