How to identify the constraints of IT projects?

 

Two challenges that make constraint management for IT different from manufacturing and distribution are 1) IT constraints are often invisible and 2) IT constraints often come in multiples.

 

For example, when you walk around a factory and see inventory accumulating ahead of a particular machine or task, it's potentially a constraint. Managing such a constraint then optimizes what the entire factory produces. And unless the factory has been leaned out until it has balanced capacity, managing a single constraint is common practice.

 

On the other hand, when you walk around an IT office, there is seldom any visual sign of a constraint. Thus, it's not readily apparent which projects are late, understaffed, or over-scoped. While projects have time constraints, they may simultaneously have staffing and scope constraints. When those constraints are managed by different managers, conflicts between schedule, staff, and scope are frequently escalated for resolution by IT and business executives.
