Linkedin offers many posts about information technology projects gone right or gone wrong. Less often discussed are strategic decisions that prioritize, authorize, launch, manage, and complete (or cancel) projects.
That's notable because IT projects are different from projects in other domains. For instance, manufacturing projects can be ranked according to their potential return on investment. So can revenue-producing IT projects. But IT portfolios generally include mandatory projects that produce no revenue, such as tax reporting. And IT portfolios may also include discretionary projects whose revenue-generating ability is unknowable, such as R&D. Thus, potential ROI cannot be the only project selection criterion when IT fills a critical business support role.
While IT projects are often constrained by skills or schedule, IT portfolio decisions are often constrained by investment funds. A finite budget must be allocated in light of unconstrained demand for IT. "Exceeding the Goal" wrestles with this and other technical strategy issues.
