In constraint management (Theory of Constraints), a constraint is the element of a system with the least capacity, so it limits what the system overall can produce. When applying constraint management to information technology, the first step - identifying the constraint -- must consider a wide range of possibilities because the IT sector includes many diverse industries.
For instance, hardware manufacturers, software developers, and network operators generally have different constraints. Network operators design and build their networks with enough spare capacity to handle all but exceptionally high demand. However, when network technology evolves to another generation, such as from 4G to 5G cellular, network operators may find that capacity of the new technology is the constraint that restricts ROI and growth during the transition.
The range of possible constraints is also wide among IT customers because IT can be a constraint even when an organization is not in the IT business. For instance, network coverage may not serve every customer's location outside metropolitan areas. Furthermore, developing or acquiring content is usually a streaming video company's constraint. Yet when the transmission network or content distribution network has an outage, it becomes a transient bottleneck.
