Can a specific skill be the constraint?

 

The starting point for every constraint management endeavor (also known as Theory of Constraints) is to identify the constraint because improving an entire process/project relies on improving the constraint.

 

Specific skills are a common constraint. For instance, in manufacturing lack of skilled operators can be the constraint, and in services lack of skilled providers can be the constraint.

 

In the information technology field as well, skills are often the constraint. While developers are an obvious place to start, the actual constraint in IT delivery can be elsewhere. For example, if the process owner or users are not available as needed to discuss requirements or verify deliverables, they can delay development. Alternatively, bottlenecks in operations and technical support can delay production. This brief video explores the subject of IT skills further.
