Projects have two types of constraints. The first constraint is the project constraint, what determines its lead time, it is the critical chain. The second constraint is the company project portfolio constraint. It is what is preventing the company from doing more projects in a year.
This second constraint is often a person or a department. What is applicable to production line can therefore be applied to project portfolio: It is possible to use the 5 Focusing Steps of the Theory of Constraints - or even a faster version of it.
Philip Marris uses the step 1 (Identify the constraint), step 2 (Exploit the constraint) and step 5 (Repeat) in order to increase very quickly the throughput of projects. What might be difficult is that the constraint is not always where it should be, where it is expected. The constraint often lies in support department such as purchasing or IT.
