How and why calculate the size of a CCPM buffer. Sanjeev Gupta argues that often the size of a buffer cannot be calculated, it will be imposed by the environment (the client for instance). The buffer decouples the critical chain (the critical part of the project) from the non-critical tasks.

Philip Marris then comments on the fact that buffer sizes are often calculated based on the variability of the durations of the individual tasks often assuming that the main uncertainty is the variability of the duration because of the unknowns in the task (“we have never developed this kind of product before”). In fact the major cause of variability is nearly always other factors such as incomplete kits of information, forgotten tasks, excessive multitasking, etc.

They then discuss how to ensure that the people doing the projects always give the true focused durations without adding local safety buffers. They consider that one of the key issues is the confidence the employees have in their management (will the management accept that durations can be longer than the average focused time.
